Traffic barriers are there for a reason. Specifically, that reason is preventing you from getting hit by a train. One might think that the prevention of such a disaster would be a compelling enough case for drivers to comply with them. However, that isn’t the case.

Every day, people see the barrier coming down and think, “Eh, I can make it.” Or, they’ll duck under the barrier and attempt a crossing, sure that their quick feet will mitigate any potential danger that a train might cause.
