The junior officer seemed a little too ready to deploy the taser on a citizen exercising his right to freedom of speech on public property; a point that had to be pointed out by his own superior -- repeatedly. This incident cost the city 175K in compensation to the man chased by the officer.

The junior officer in question, Chris Dickey, was later involved in the death of a mentally ill veteran and Bronze Star recipient, Matthew Poer.
