Sometimes managers don't have a clue what they're actually asking people to do, and the problems that it might cause. When situations like that arise, the best thing to do is to comply so literally to the directive that its inherent stupidity is finally exposed in a way that is undeniable. This guy did just that, and the fact that he did it to the government only makes it sweeter.
